ABOUT ME 

I have served as a Senior Project Manager for leading Engineering, Surveying and Architectural firms in the Midwest for nearly 25 years.  Past experiences include eight years as a heavy construction engineer with the United States Army Airborne Corps, and three years land and construction surveying/site development with Elgin Surveying and Bloomsdale Excavating.

As a Professional Engineer, I have performed and managed design teams in the completion of design-build and design-bid commercial, industrial, and residential development; design and implementation of residential and commercial storm water and municipal sanitary sewer collection pumping and treatment facilities, and drafting contract bidding and specifications documents specific to each project. 

I specialize in Site Development, ADA regulations/assessments, Transportation Enhancement projects and many utility and infrastructure projects. Often serving as the city engineer for small municipalities, I am very competent at holding public works sessions, presenting issues at public meetings and  participating with planning and zoning commissions to plan and develop sites in accordance with local codes and ordinances.  Besides drafting bidding documents and specifications, I also administer the procurement, review of qualifications, and provide recommendation of bidders being responsive and responsible, oversee construction, hold progress meetings, administer contract documents, perform on-site inspections, and ensure compliance with construction documents.

Ongoing Consulting Engineer – Professional Engineer that assists clients with a full range of infrastructure planning, design and management services including streets (new and rehabilitation), storm water drainage, sidewalks, water and sewer systems, ADA assessments, and flood plain management. One can’t put 30 years of projects on one page (and who would want to read all that anyway), but here are a few:

Wastewater System Master Facility Plan and Wastewater Treatment Facility – Owensville, MO – Managed a team of specialists from several remote offices to study the treatment facility; provide flow monitoring and a sanitary sewer evaluation study; negotiate with regulatory agencies; incorporate future development and expansion; and analyze the cost benefits of retrofitting technologies to utilize existing systems versus construction of new facilities. 

UV Wastewater Disinfection – New Haven, MO –  Faced with having to meet new DNR effluent limits for fecal coliform and Ecoli, the City hired Archer to evaluate and determine the most cost effective long-term improvement to their facilities necessary to meet not only current limits but any foreseeable changes within a reasonable future financing period.  improvements.  Archer assisted the City in obtaining 50% of the project financing through grants resulting in improvements to the facilities without an increase in user rates.

Downtown Streetscape – Salem, MO – Project Manager for the revitalization of the public use portions of 4th Street from McArthur to Pershing and the Courthouse area.  Revitalization includes improvements to pedestrian walkways for ADA accessibility; incorporation of decorative LED lighting; underground electric services; ice-melt system; traffic calming; crosswalks  and related streetscaping.

Combined SRTS and STP – Waynesville, MO – Project Manager for the design and construction of sidewalks, pedestrian bridge, ADA improvements, bridge and walkway lighting along Historic Route 66 and Roubidoux Springs Park.

Transportation Assistance Program – Salem, MO – Project Manager responsible for installation of sidewalks, crosswalks, ADA parking and pedestrian signalization on West Rolla Street/MO Hwy. J through the City Park.

Transportation Assistance Program – Iberia, MO – Project Manager responsible for installation of sidewalks, drives, barrier curb, ramps, crossings, stormwater piping and appurtenances to provide pedestrian access along School Road and Mo Hwy. 17.

Combined SRTS and STP – St. James, MO – Project Manager for the sidewalk improvements through a MoDOT Transportation Enhancement Program which provided a vital pedestrian crossing of I-44 creating linking the majority of residents living south of the interstate to the school campus on the north side..

Mill Street Bridge Replacement – Potosi, MO – Project Manager for replacement of the existing Mill Street Bridge with a precast deck beam structure, partially funded through CDBG grant.

Wolf Pride Bridge Replacement – Newburg, MO – Project Manager for Wolf Pride Bridge Replacement project consisting of replacement of an existing bridge which spanned across Little Beaver Creek.

Beaver Creek Bridge Replacement – Phelps County, MO Project Manager for the replacement of a dilapidated county bridge which spanned across Little Beaver Creek in Phelps County.  The project was designed with consideration and accommodation of County employ construction capabilities.

Safe Routes to School – Houston, MO – Project Manager for design and construction of multiple phases/projects for public accessible sidewalks federally funded and administered through MoDOT.

Transportation Assistance Program – Houston, MO – Project Manager for street light relocation and the construction of sidewalks, curb and gutters and drainage infrastructure along Highway 63 from Holder Drive to existing sidewalks on Highway 17 and First Street.

Transportation Assistance Program – Hermann, MO – Project Manager responsible for installation of sidewalks, drives, barrier curb, ramps, crossings, stormwater piping and appurtenances to provide pedestrian access along MO Highway 100 from Guttenberg Ave to Reserve Street and along portions of Schiller Avenue from Hwy 100 to 5th Street, and portions of 3rd and 5th Streets.

Transportation Assistance Program – Hermann, MO – Project Manager responsible for installation of sidewalks, drives, barrier curb, ramps, crossings, stormwater piping and appurtenances to provide pedestrian access along MO Highway 100.

Olive Street Bridge – New Haven, MO Project Engineer responsible for administering the replacement of a dilapidated municipal bridge.

Sunset Lane Bridge – New Haven, MO – Project Manager responsible for 70 LF cast-in-place concrete box culvert and associated end sections for the future extension of Sunset Lane to Olive Street in the Baltimore Subdivision.

Transportation Assistance Program – Potosi, MO – Project Manager responsible for pedestrian improvements and connectivity improvements on Highway 8, West Breton Street and West Jefferson Street.

ARRA Sidewalk Replacement – St. James, MO – Project Manager responsible for application assistance, planning, and administering the design and construction of public accessible sidewalks utilizing federal ARRA funds. 

Combined SRTS and STP – Crocker, MO – Project Manager for the application of funds and administration of the survey and certifications of rights-of-way, easement acquisition, utility relocations, design and construction of a complex sidewalk replacement along Missouri Highway 17 in Crocker.

Safe Routes to School - Crawford County R-1 School District – Bourbon, MO – Project Manager for concrete sidewalks, drives, paving and storm water piping for a safe routes to school project.

Lead Street SRTS – Potosi, MO – Project Manager for sidewalk replacement, pedestrian bridge, curb and gutter, stormwater boxes and piping, driveway reconfigurations and associated appurtenances.

Delbert Day Cancer Institute – Rolla, MO – Project Manager for the design and construction administration of site modifications and parking infrastructure for a state-of-the-art cancer center.

Meramec Street Water Improvements – St. James, MO - Project Engineer for water system improvements for approximately 2,500’ of new PVC water mains, service line connections, fire hydrants and interstate highway boring.

Park Street Waterline Replacement – Salem, MO – Project Engineer for waterline improvements for approximately 3,215 LF of 6” PVC water main, service connections and fire hydrants.

Water System Improvements – Newburg, MO – Project Engineer for the design and construction of an SRF funded project that includes demolition and replacement of a ground storage tank, well house, waterline replacement and water meters within the City's distribution system.

Parking Lots 4 and 18 Reconstruction – Missouri University of Science and Technology – Rolla, MO – Project Manager for the design and reconstruction of existing parking lots, and inclusion of LED site lighting serving the campus of MO S&T.

Lodges at Rolla – Rolla Investors – Rolla, MO – Project Manager for civil and site design including site grading plan, ADA accessibility, parking and paving design,  storm water conveyance plan, booster pumps, and retaining walls.

Superior Road Water System Improvements – St. Robert, MO – Project Engineer for design and construction of a multi-phased/multi-contract water system improvements project that included the construction of a new 1,000,000 gallon composite water storage tank, a mile of 16” water main, underground electric, a new well and well house, and a new SCADA controls and monitoring system.
